Therefore, they are subject not to the protections laid herein in any capacity that would inform or effect a breach of any other individual’s rights.

Here an ongoing public transparent debate must be regularly debated and enforced with limits put in place to protect the balance of powers and the rights of the individuals.

5. Global Cooperation: In matters of global concern, the populace will be guaranteed through the self-informed, unimpeded, and free, open flow of information to all peoples within the populace.
